Shortly before my old HP died, it began to make loud noises from the fan underneath. I noticed when I checked on one of these fans that it was stuck. What would cause this to happen? I am guessing that this eventually led to my fried motherboard.

Sometimes dust can really collect in the vents of your computers. I know my desktop used to get a layer of dust on the back, covering up the grate where the main fan was. I would either take the cover off the cup and clean it or get the vacuum out and suck out all the dust buildup. I don't know for sure what to do on a laptop though.

I could see the fan, so I'm thinking that I could just take the cover off and run a vacuum hose to it.

Give it a whirl, just be careful for fragile or loose parts...you don't want to make a different problem for yourself!!
