Time Base Corrector
Circuitry in a laserdisk player or VCR used to compensate for slight irregularities in disk rotation or tape movement which irregularities *would otherwise result in scan lines' beginning at different horizontal positions on the screen and thereby cause vertical lines and edges as well as the entire picture to appear wavy.
