Exactly who is the owner of this machine?
If the command prompt has been disabled by the adminsitrator, then quite probably it was done to prevent the kind of activities these batch files are for. There is also a very good chance that one or more of the items in the batch files has also been disabled...or removed.
Mucking about with security settings on a computer that isn't your own, is not only a good way to get into trouble with the powers that be, but in some locations it is illegal.
