i think you should do a complete scan of your PC and look for any viruses and if the issues is not solved with that then you should run a repair disk for your OS.

Most likely driver problem, possibly graphics driver. SAFE mode uses a different graphics driver, the generic Microsoft VGA driver that has limited capability. Better reinstall/update your graphics driver while in SAFE mode.

I had the same problem a few months back. When I try to turn on my PC, it directly goes to safe mode. What I did was uninstalled all drivers of my hardware excluding the chipset codecs for the motherboard and tried reinstalling and that was all. Also, I used my installation disk to get to the system repair and fixed the MBR.

I think your operating system gets corrupted may be due to virus or any other thing so I suggest yo-u to just format yojur PC and reinstall the OS. After that just restart your PC and check whether it starts normally or not.

by the looks of your problem i can say that its not a very big issue. It seems like your OS is corrupted, just repair it or install a fresh copy of what ever operating system you are using.

You can uninstall all the drivers of the hardware. Do not play with the chipset codecs for the motherboard. Reinstall it and check your system.

The most probable cause of this issue could be a problem in the driver or there could be a problem with the graphics driver.
