Need app that blocks outgoing calls

Does anyone know an app that blocks certain incoming calls? Thanks.

If you are using the android phone then you can download the application and install the application which blocks the outgoing as well as incoming calls. My friend is using it. Try to read out your phone help books whether your phone is having facility to block the out going calls.
